Irish E-Scooter Regulations 2026: What Is Actually Road Legal?
Electric scooters are legal on Irish public roads, but only when the exact machine qualifies as a Powered Personal Transporter. The important word is exact: a similar-looking international version can have different power, weight or design speed.
The numbers that decide everything
- 20 km/h maximum design speed.
- 400W maximum continuous rated motor power.
- 25 kg maximum net weight including battery.
- Wheels must be at least 200 mm, with a standing platform and no seat.
- Front and rear brakes, lights, reflectors, bell, manufacturer plate and conformity documentation matter.
A speed limiter alone does not magically turn a heavier or overpowered performance scooter into a legal Irish PPT. Check the manufacturer plate and documents for the exact version you own.
What riders can and cannot do
The minimum age currently in force is 16. Ride on the left, obey traffic lights and road signs, and use cycle lanes where permitted. Footpaths, pedestrianised areas and motorways are off limits. Passengers, carrying goods and handheld phone use are prohibited.
A compliant PPT does not require a driving licence, motor tax or insurance. That simplicity is one of the reasons legal commuter scooters can be such a practical urban option.
Helmet and visibility: legal minimum vs smart riding
Rules can change, and government proposals have included a higher minimum age plus helmet and high-visibility requirements. Until new measures formally commence, riders should follow the law currently in force. Why buying the right version matters
Online listings can be confusing because one model name may be sold in several countries with different controllers, firmware and power ratings. Before buying, look beyond the headline name and verify the exact Irish specification. If the seller cannot clearly explain continuous rated power, net weight and design speed, that is a reason to ask more questions.
What to check before every ride
- Both brakes feel predictable.
- Tyres are correctly inflated and undamaged.
- The folding latch and stem are secure.
- Lights and bell work.
- The battery and display show no warning.
- Your route does not force you onto a footpath or motorway.
